Impeach the peach! Most psychics are Espers, which is a little easier as far as backstory goes. Esper abilities are random expressions of human psionic potential, the matter manipulator would likely be a neo-sapien and thus in his background, I'd need to know which parent he gets his powers from and are there any siblings?
