Cartels are just larger more organized gangs of men that control most illegal crime and smaller gangs on their turf territory.
Drugs, prostitution, protection, assassinations, kidnapping, outright thievery, home invasions, car jacking, bribes, money laundering, etc have all been committed by their members or under their umbrella. But territory is what they fight over as much as anything else, as they want a cut from everyone and every type of illegal activity that they hear about in their area.
